SAVE OUR SANDHILLS (SOS) MOORE COUNTY LAND-USE PLAN RESOLUTION

WHEREAS the Moore County Land-Use Plan was developed in a year-long community input process, and

WHEREAS the Moore County Land-Use Plan was adopted on 12/17/98 by the Moore County Land-Use Steering Committee, was adopted on 2/18/99 by the Moore County Planning Board, and was adopted on 3/15/99 by the Moore County Board of Commissioners, and

WHEREAS Goal 1 of the Moore County Land-Use Plan pledged to preserve and protect the rural agricultural nature of the county and its small-town environment, and to encourage the preservation of farmland and natural greenspace areas, and

WHEREAS the Moore County Land-Use Plan suggests that the Land Classification System identify areas suitable for different types of growth, and direct growth only to those areas, and

WHEREAS the proposed development of the Brenner and Monroe-Cenci properties by MHK Ventures would be considered intense development requiring Conditional Permits according to Goal 1,Objective 2, Strategy 4 of the Moore County Land-Use Plan because of the fact that they are both major subdivisions that include golf courses, and

WHEREAS the Planning Board on 5/10/07, after a discussion of county ordinances, voted in violation of its own Moore County Land-Use Plan in approving a rezoning on the Brenner property from RA to a P-C district , and

WHEREAS the Moore County Land-Use Plan makes way for a modest amount of residential development and traditional rural business development while offering incentives for farming and forestry operations, and

WHEREAS the Moore County Land-Use Plan discourages the dissolution of countryside that results in sprawling, leapfrog development in the urban fringe area of the county, and

WHEREAS the Moore County Land-Use Plan advocates not letting growth outpace infrastructure capabilities, and

WHEREAS the proposed Brenner and Monroe-Cenci developments with approximately 900 homes on 2,700  acres along with a hotel and 3 golf courses constitutes commercial urban development within a rural area, and

WHEREAS the Monroe-Cenci property is a prime agricultural/forestland with rare plants and rare animals, and

WHEREAS the Moore County Land-Use Plan recognizes that urban-like sprawl in rural areas increases the cost of services for everyone and therefore seeks to prevent it, and

WHEREAS the Moore County Land-Use Plan seeks to protect water quality by monitoring Water Supply Watersheds, and

WHEREAS the Brenner and Monroe-Cenci properties are within Watershed III, along Little River and Nicks Creek, respectively, and have high quality water (HQW), and

WHEREAS golf courses are known to pollute downstream with fertilizers, pesticides, fungicides, and herbicides, and

WHEREAS ground water quantity is scarce in the areas of the Brenner and Monroe-Cenci properties, and

WHEREAS golf courses, which are planned for the Brenner and Monroe-Cenci properties, use a great deal of water, and

WHEREAS the Moore County Land-Use Plan seeks in Goal 7 to preserve the county's heritage, that includes the charm and gentle character of the area’s farms, among them tree farms, peach farms, and horse farms, and

NOW, THEREFORE BE IT RESOLVED that Save Our Sandhills in a membership meeting on June 4, 2007, strongly urges the Moore County Commissioners, the Moore County Planning Department, and the Moore County Planning Board to require that county ordinances be made compatible with and as stringent as the Land-Use Plan as well as to incorporate modern conservation concepts, and

FURTHER BE IT RESOLVED that Save Our Sandhills strongly urges the Moore County Commissioners, the Moore County Planning Department, and the Moore County Planning Board to require that all rezoning requests meet the guidelines of the Moore County Land-Use Plan, and

FURTHER BE IT RESOLVED that Save Our Sandhills strongly objects to the Moore County Planning Board approving a rezoning in violation of the guidelines of the Moore County Land-Use Plan, and

FURTHER BE IT RESOLVED that all golf courses in Moore County be permitted as a Conditional Use only, and

FURTHER BE IT RESOLVED that Save Our Sandhills strongly urges the Board of Commissioners to place a 6-month moratorium on major subdivision development in Area A, and

FURTHER BE IT RESOLVED that Save Our Sandhills strongly urges the Moore County Planning Department and the Moore County Planning Board to make permits for any new developments, particularly in the Nicks Creek and Little River Watershed III areas, subject to appropriate environmental studies.
